The Center for Local Government Technology (CLGT) provides education, training, research, technical assistance, and customized services to local, state, and tribal governments, and other public and private entities through multiple programs funded by state appropriations, grants, and cooperative agreements.
We are seeking qualified individuals to apply for Manager of the Assessor Training and Accreditation Program (ATAP), located at CLGT. ATAP also provides statutory training to County Assessors and County Board of Equalization members.
The Manager of the Assessor Training and Accreditation Program will oversee all functions of the program. They will develop a program work plan, respond to the funding agency's requests, and when necessary, adjust the annual work plan and performance goals. The manager will supervise a small team and is responsible for curricula development and presentation, developing a cost-effective budget, and assisting in maintaining the client database. They will be required to participate in training opportunities by professional associations.
The manager performs professional duties based on the client's needs. This may include working in multiple programs and performing different functions simultaneously; however, emphasis will be in the Assessor Training and Accreditation Program. The manager is expected to represent CLGT and the University at all times when working as a team member and as an individual with professional demeanor and actions.
The successful candidate must have excellent creative, verbal and written skills to effectively compile, consolidate, and transmit knowledge using multiple media to a variety of audiences with different educational levels and work-related experiences. The candidate must be able to work in an interdisciplinary changing team environment, collaborate with internal and external clients, and complete broad work assignments in an accurate, timely, and cost-effective manner.
This position requires extensive travel in-state and out-of-state, and the occasional necessity to work nights and weekends, performing duties in excess of 40 hours per week.
Employment for all CLGT employees is contingent upon continuous funding and revenue.
Economics, Real Estate, Finance, Business Administration, or other degree program
(degree must be conferred on or before agreed upon start date)Four (4) years of prior successful work experience with three (3) years of relevant experience in the property assessment field.
The candidate shall have demonstrated proficiency in curriculum development, presentation skills, and to work as a team leader. Candidate will have county government training experience.
Valid Driver's License. Be able to obtain an Instructor Certification or Recognized Professional Certification/Designation or License within three (3) years of employment
The Assessor Training and Accreditation Program (ATAP) manager must be able to manage and administer a major training/technical assistance program, including demonstrated proficiency in budgeting, staffing, reporting, curriculum development, and instruction. The manager must have excellent leadership, management, communication, customer service, and planning skills.
The candidate must be able to research laws and regulations, provide technical and professional assistance, and create and present multimedia presentations. The candidate must be able to communicate written information, present seminars, workshops, and classes to adult learners with different educational backgrounds.
The candidate must have knowledge of the Oklahoma Ad Valorem Tax Laws and Oklahoma Tax Commission Rules and Regulations. The candidate must understand cadastral mapping and its relation to mass appraisal and assessment administration practices in County Assessors' offices, including but not limited to, tax levies, exemptions, freezes and caps, reports to be generated, and budgeting.
The candidate must be able to travel extensively to consult with County Assessors, Boards of Equalization, Oklahoma Tax Commission and State Auditor and Inspector. The candidate must possess knowledge of property valuation and appraisal techniques for urban and rural properties as well as knowledge of Computer Assisted Mass Appraisal (CAMA) theory and techniques.
The candidate shall possess excellent public speaking and presentation skills to communicate the ad valorem process to county officials and public with written information and with multimedia presentations at local, regional, and state conferences, seminars, workshops, and classes. The candidate must have knowledge of the three recognized approaches to property appraisal.
The candidate must possess advanced skills in the use of Microsoft Windows, Word, PowerPoint, Outlook, and Excel and Adobe Acrobat. Able to operate personal computers, projectors, and other office equipment.
Able to travel with overnight stays ranging from one to five nights per week. Valid driver's license and be able to legally drive passenger cars, light trucks, and vans.
In addition to the minimum requirements, the preferred incumbent will have a Master's Degree, an instructor certification or recognized professional certification or license and seven (7) or more years of experience in state and local governments, industry, adult education, engineering, construction, ad valorem law or business.
