About this Position

The Center for Local Government Technology (CLGT) provides education, training, research, and technical assistance to tribal, state, local governments, and other public and private entities. The candidate must be able to work in an interdisciplinary changing team environment, collaborate with internal and external clients, and complete broad work assignments in an accurate, timely, and cost effective manner.

The Valuation Training and Technical Assistance Program (VTAP), located at CLGT, provides statutory training to County Assessors and County Board of Equalization members as well as computer and technical assistance involving software implementation and training to County Assessors and County Treasurers. This includes assessment administration, treasurer collections and apportionment and computer assisted mass appraisal (CAMA) software licensing, implementation, support, and training.

The CLGT Specialist II performs professional duties based on the client’s needs. This may include working in multiple programs performing different functions simultaneously; however, emphasis will be in the Assessor Training and Accreditation Program (ATAP), a division of the VTAP. The candidate must have excellent creative, verbal and written skills to effectively compile, consolidate, and transmit knowledge using multiple media to a variety of audiences with different educational levels and work related experiences.

The CLGT Specialist II participates in training opportunities by attending relevant meetings of professional associations, such as the International Association of Assessing Officers (IAAO) and the National Association of County Officers, to gain knowledge related to mass appraisal methodologies, techniques, and standards and other technical subjects. The CLGT Specialist II represents the program, CLGT, and the University in local, state, and national forums, as required.

The CLGT Specialist II develops a program work plan, responds to funding agency’s requests, and when necessary, adjusts the annual work plan and performance goals. The employee and their supervisor will discuss and establish annual performance goals and measures that are subject to change from year to year. The candidate will be expected to perform other duties as assigned, and when necessary, adjustments will be made to the annual work plan and the performance goals.

Employment for all Center employees is contingent upon continuous funding and revenue. This position could possibly be home based and/or Stillwater campus due to travel expectations.

Required Qualifications

  • Bachelor's Education, Engineering, Technology, Business, or other related degree programs. (degree must be conferred on or before agreed upon start date)
  • Bachelor’s degree in accounting, economics, mathematics, real estate, finance, business administration, or another related field and five (5) years of experience in using a CAMA, Mapping, or Land Parcel Inventory software; or a professional designation that meets the appraisal industry standards and seven (7) years experience in the property assessment field.

    Knowledge of training principles and techniques and the ability to organize and direct the work of others.

  • Certifications, Registrations, and/or Licenses: Have before hire and maintain after hire, a valid driver's license. A valid driver's license must be maintained for the operation of an OSU vehicle, which is required in the performance of job duties as assigned.
  • Skills, Proficiencies, and/or Knowledge:

    The candidate must be able to research laws and regulations, provide technical and professional assistance, and create and present multimedia presentations. The candidate must be able to communicate written information, present seminars, workshops, and classes to adult learners with different educational backgrounds.

    The candidate must have knowledge of the Oklahoma Ad Valorem Tax Laws and Oklahoma Tax Commission Rules and Regulations. The candidate must understand cadastral mapping and its relation to mass appraisal and assessment administration practices in County Assessors’ offices, including but not limited to tax levies, exemptions, freezes and caps, reports to be generated, and budgeting.

    The candidate must be able to travel extensively to consult with County Assessors and Boards of Equalization, and to provide training and technical assistance. The candidate must possess knowledge of property valuation and appraisal techniques for urban and rural properties, as well as knowledge of Computer Assisted Mass Appraisal (CAMA) theory and techniques.

    The candidate shall possess excellent public speaking and presentation skills to communicate the ad valorem process to county officials and public, with written information and with multimedia presentations at local, regional, and state conferences, seminars, workshops, and classes. The candidate must have knowledge of the three recognized approaches to property appraisal.

    The candidate must possess intermediate skills in the use of Microsoft Windows, Word, PowerPoint, Outlook, and Excel and Adobe Acrobat. Able to operate personal computers, projectors, and other office equipment.

    Able to travel with overnight stays ranging from one to five nights per week. Valid driver’s license and able to legally drive passenger cars, light trucks, and vans.

Preferred Qualifications

  • Master's Education, Engineering, Technology, Business, or other related degree programs.
  • In addition to the minimum requirements, the preferred incumbent will have a Master's Degree, an Instructor Certification and ten (10) or more years experience in, the property assessment field, tribal, state, or local governments transportation, transit, industry, adult education, engineering, construction, Ad Valorem law or business.
